The Home Referral Services [HRS] was established to assist families who had discipline problems in the home. Particularly with rebellious teens but took on the challenges that arise with the older child, the young adult.The organizations model was based on the state welfare case worker file but was a for profit outcall service and *child protective services* was definitely not in it’s mission statement. The primary purpose of HRS was to see that the parent was indeed once again in charge and was to be obeyed and respected. A rather old fashion idea that called for *old fashioned* approaches to achieve the desired end.Most of the daily operations of the organization (made up mostly of woman, former police, nurse and teaching professions) performed their duties in the the home environment but if was deemed necessary the *offender* could be forcibly removed from the home and taken to an HRS facility and held there for *re-education* courses.In an attempt to drive the lesson home and increase and prolong the *humiliation factor* the miscreant was forced to wear the organizations yellow tee shirt whenever he or she was out in public for a mandatory specified time. The bright, attention gathering garment was lettered in red and said, “Ask Me How HRS Got To The Bottom Of My Problem”. Some parent forced walks with their recently disciplined offspring held firmly by the hand and were only to eager to describe (in graphic detail) exactly the ‘what and whys’ of their child’s red [er-r] face to anyone who asked. As the word of this organization spread and their reputation for effective solutions became legendary, the mere pointing too the number on the magnetic strip on the refrigerator door often caused an immediate cessation of the undesirable behavior and obedience to parental requests. -- source link
