The whole point of 4x05 was to teach Arthur that being king doesn’t mean that he needs to distance himself from the people he holds dear (Gwen, Merlin, his knights, etc). I think this scene is a good contrast to 5x01, where Arthur can be seen mingling with his knights.(Source)Over the years, he’s learnt his lesson; he knows not to push people away anymore. Instead of ignoring Merlin’s advice like in 4x05, he asks for it 5x05 (about a subject that could change one of the most important laws of his kingdom nonetheless). It’s one of the few pieces of character development the writers gave Arthur. Without the influence of Agravaine and Uther, he becomes a more confident king who (for the most part) rules with his own set of wisdoms. Although if we want to be romantic about it, we could also add that in both scenes (the gifset and the gif I put), Arthur’s attention is first and foremost on Merlin (by the way the frames are ordered), and Merlin is also the first person to notice Arthur staring. Also in 5x01 Arthur chooses to leave his knights and go to Merlin because he notices his best friend is upset.
