But regulating agencies said it had to be tested with at least 15 people before they would be allowed to market the new products. So they struck up a deal with the local women’s jail facility. Some women were just in for a day for public intox, some were in longer on various charges. But since they were temporarily without rights, they made the perfect testing subjects. Mikayla, shown here, was just partying last night at a friends house and then decided to walk home.
