He is literally incapable of imagining any kind of relationship (family relationship, romantic relationship, working relationship) where there isn’t a Boss and a Subordinate - the one with the power, and the one without? Him and Margaret (and Mabel, and Billie), him and Eli, him and Chalky / Mickey / any variety of people he’s worked with. The list goes on. He cannot imagine anything different. There is never sharing of power, never true cooperation, never anything approaching trust.And if he can’t even imagine it within a given group, I’m sure Meyer and Charlie’s friendship, inter-ethnic as it is, is beyond incomprehensible to him.So he just defaults to Charlie as the one in charge - whether or not because he met him earlier, or because he’s not Jewish, or because he’s older, or because his brand of ambition and aggression is more recognizable to Nucky (because it’s more like how he is, of the two of them). -- source link
