In 1972, at the age of 26, Shawcross lured a 10 year old boy into a secluded wooded area and raped and killed him. Four months later he repeated the crime, attacking, raping and murdering an 8 year old girl. Despite the depraved and predatory nature of the crimes Shawcross only received a 25 year sentence as a result of the deal he had struck with the prosecutors. The deal was a reduction of the charges from murder to manslaughter, as long as he revealed where he had dumped the body of his first victim, the 10 year old boy. To make the situation worse he was deemed safe for release 11 years into his sentence, according to the assessment of an inexperienced social worker - contradicting the warnings of more experienced psychiatrists who warned of his potential to continue offending upon his release.
