I’m still trying to figure out a consistent Killer Croc design, but I’m getting closer. Half the time, he’s an actual lizard and half the time he’s just some guy with a skin condition, so I wanted to kind of blend the two. I don’t have much backstory figured out for him yet; He had some kind of skin condition and entered a drug trial that made things worse, then somewhere along the way he was imbued with actual reptile characteristics against his will.He and Otis met sometime shortly after that, probably after Otis went to prison. They both hide out in the sewers a lot, so they cross paths regularly. They were also cellmates in Arkham at one point. -- source link
